Does the Spinning Dummy have a way to lock it to stop it from spinning?

No, this dummy is always spinning - there is no way to lock it down.

Can i use other screws to bolt the dummy to a base or floor?

The screws and bolts provided in the package are the ones made for that dummy.  If you use other types of screws/bolts, they may work out nicely, but do so at your own risk.  Our advice would be to get the same thickness and metal quality.

What is the Attach-Mate made of?

The Attach-Mate is made of mostly hardened black plastic.  This item is portable and can be attached to many things in order to practice the proper form.
